CRT Awarded EU-Funded Modernization of the IT System of Montenegro's Insurance Supervision Agency

The Ministry of Finance of Montenegro — through its Directorate for Finance, Contracting and Implementation of the EU Assistance Funds — has awarded CRT the contract for the Improvement of the IT System of the Insurance Supervision Agency (Ref. No. EC-ENEST/TGD/2026/EA-SP/0006). The project is financed from European Union assistance funds, bringing two new client relationships to CRT: the European Commission and the Ministry of Finance of Montenegro.
Building on a proven foundation
The beneficiary of the project, Montenegro's Insurance Supervision Agency (ANO), has been a CRT client since 2021. The new engagement extends the Integral Financial Supervisory System (IFSS), with new modules designed to integrate seamlessly with the existing solution and database — safeguarding system stability and continuity while closing identified gaps such as external integration and citizen e-services.
Aligned with Montenegro's EU accession
The project directly supports Montenegro's EU accession agenda, linking supervisory modernization with the requirements of Chapter 9 (Financial Services) and the Solvency II framework, and contributing to the country's broader public administration reform and digitalisation objectives.
Delivery approach
The award follows an evaluation that highlighted the strength of CRT's tender:
- Agile, iterative delivery with continuous feedback from the Insurance Supervision Agency
- Quality assurance across clearly defined phases — unit, integration, UAT, and acceptance testing
- Knowledge transfer for long-term capacity building: training, technical documentation, and source code handover
- Delivery by CRT as a single entity, without subcontractors — a single point of accountability
A European milestone
With the European Commission and the Ministry of Finance of Montenegro joining CRT's client roster, CRT now serves ten public institutions across 20 jurisdictions on three continents.
